IoT connectivity in Finland
Updated
In Finland, permanent roaming is governed by the EU roaming regulation, which generally allows it under wholesale agreements between operators. Of the 3 mobile operators we track there, 0 have switched off 2G and 2 3G; the status of 1 network is still unclear, as of 26 October 2026. Sources are listed below each table.
Permanent roaming
EU/EEA rule. M2M falls within the EU Roaming Regulation, which leaves permanent roaming for M2M to commercial wholesale agreements that may include clauses against it; BEREC concluded in March 2025 that no further regulation was needed, and most member states permit it, Belgium being the main exception.

|---|---|---|---|---|
| DNA | 2G | Unclear | none | dna.fi, wirelesslogic.com DNA's own 3G page says 2G still carries calls for non-VoLTE phones and gives no 2G end date. Wireless Logic claims a target around 2029-2030 linked to a revised 2029 Finnish regulatory deadline; not confirmed by DNA or Traficom. |
| DNA | 3G | Switched off | 2024 | dna.fi DNA closed its own 3G network in stages during 2023 and January 2024; the 3G layer of the shared Suomen Yhteisverkko network (with Telia, Eastern and Northern Finland) was closed during 2024, Lapland last (Oct-Dec 2024). |
| Elisa | 2G | No plan announced | none | elisa.fi, yrityksille.elisa.fi Elisa says the timing of retiring 2G has not been decided and will depend on 2G usage; 2G remains in use in Finland. |
| Elisa | 3G | Switched off | November 2023 | elisa.fi Elisa states its 3G network closed in November 2023 after a gradual phase-out during 2023. |

| Telia | 3G | Planned | 28 October 2024 | telia.fi, dna.fi Telia scheduled its last own 3G sites (Helsinki) for 28 Oct 2024; the shared network with DNA in Eastern/Northern Finland was closed during 2024 (DNA). Date has passed but no post-event Telia confirmation found. |
What it means for IoT devices in Finland
- 2G still runs on some networks, but plan new devices on 4G-based technologies (LTE Cat-1bis, LTE-M or NB-IoT where available): 2G is being closed across the region.
- 3G is already gone on 2 networks: devices that fall back to 3G will lose service there.
- Private delivery works the same from Finland: device data reaches your cloud over private links. See private delivery.
