BGP (Border Gateway Protocol)
Updated
BGP is the protocol networks use to tell each other which IP address ranges they can reach. It is specified in RFC 4271 and is used by cloud interconnects such as AWS Direct Connect, Azure ExpressRoute and Google Cloud Interconnect.
In practice
In private delivery, BGP announces your SIM range to your cloud and your cloud ranges to the APN, so routes stay correct when either side changes.
