Forbidden PLMN list (FPLMN)
Updated
The forbidden PLMN list is a file on the SIM where the device stores networks that refused its registration with a permanent cause, such as ‘PLMN not allowed’. The device then stops trying those networks automatically. The file, EF FPLMN, is defined in 3GPP TS 31.102.
In practice
A network refused once, for instance before a roaming agreement was opened, can stay forbidden on the SIM. If a device ignores a network it should use, read and clear the list: file 6F7B with the AT command AT+CRSM, or a reset from the SIM platform.
