HSS (Home Subscriber Server)
Updated
The HSS is the database of the home network that stores subscriptions and authentication keys, and authorises a SIM on visited networks. In 5G its role is taken by the UDM and the UDR. It is described in 3GPP TS 23.002.
In practice
Settings such as the allowed APNs or a speed limit are kept in the subscriber profile of the home network, which is why they can be changed remotely without touching the device.
