IPX is the private IP network that interconnects mobile operators for roaming and service exchange, separate from the public internet. Its architecture, security and quality of service are described in GSMA document IR.34.
In practice
When an IoT device roams, its data travels home over IPX; this is why private delivery stays private even when devices are abroad.
