The MSISDN is the telephone number attached to a mobile subscription, written in the international E.164 format of at most 15 digits. Unlike the IMSI, it is the number other parties use to call or text the device.
In practice
Many IoT devices never need a phone number; it matters only when the device is configured or woken up by SMS.
