OTA (over the air) SIM management

OTA management is the ability to change the content of a SIM remotely, through secured SMS or IP messages sent by the SIM provider. The security of these messages is specified in ETSI TS 102 225 and remote file and application management in ETSI TS 102 226.
In practice
OTA lets a provider update preferred network lists or install an application on SIMs already in the field, without shipping new cards. It is different from eSIM remote provisioning, which replaces the whole profile.
