PLMN (Public Land Mobile Network)
Updated
A PLMN is a public mobile network, identified by its MCC and MNC. A device registers on its home PLMN or, when roaming, on a visited PLMN, following the network selection rules of 3GPP TS 23.122.
In practice
When a device cannot connect in a country, the first question is which PLMNs it can see and which ones its SIM may use. The AT command AT+COPS=? lists the networks the modem can see.
