RADIUS
Updated
RADIUS is a protocol for authenticating access and assigning settings to a session, specified in RFC 2865. Mobile gateways can query a RADIUS server when a device opens a data session on an APN.
In practice
On a private APN, RADIUS can give each SIM a fixed private IP address or reject SIMs that are not on your list.
