Steering of roaming
Updated
Steering of roaming is the set of techniques a home operator uses to make its roaming subscribers prefer some visited networks over others, for cost, quality or contract reasons. GSMA IR.73 gives implementation guidelines, and 3GPP TS 23.122 defines a secured mechanism for 5G.
In practice
Steering can delay a device’s first connection in a new country, because some registration attempts are refused on purpose. A device whose firmware gives up after one refusal may look offline when it is only being steered.
